求向burst提交ticket的人肉翻译

少爷我怒啊，18号paypal了burst的vps，到现在一点反应都没有。
昨天向paypal提交了争议，结果挺有效了，84很快就有回复了：

Billing hours are Monday - Friday 8am - 5 pm EST. We are happy to assist you with this, however, as long as a Paypal dispute is in effect the funds are frozen and your account incurs a 35.00 charge back fee per our service agreement.

I do apologize for any delays as this is a very busy time, however, if you will please close this dispute and update your ticket # 2506444 we will be happy to reverse the 35.00 fee so that there is no longer a negative balance in your account and assist in getting your service up and running. Again I apologize for any inconvenience and will be happy to help you resolve this quickly. Thank you so much.

burstnet试图让我关闭paypal争议然后再提供私下后续处理。
事实上按照paypal正常调解流程，我关闭争议之后，就不受到paypal保护了。
我认为84应该为我开通服务或给我一个满意的答复，我才能关闭。

没想到外国人这么狡猾，就像支付宝遇到的情况一样，在没有收到货，还要求买家确认付款。
