We've mitigated the data center power issue which impacted multiple services in the Canada Southeast (Toronto) region. Engineers have restored power to the affected infrastructure, and all services are fully operational.
A subset of compute instances may have boot drives in a read-only state due to the unplanned shutdown of the instance. Detailed information about recovering block volumes in this state is available at:

Preliminary Root Cause: A power outage occurred which impacted the Canada Southeast (Toronto) Data center. Upon restoration of power multiple services did not recover to a healthy state as expected and additional remediation steps were required to assist in their recovery.
Investigations are ongoing to determine why the power outage occurred and on a service-by-service level to determine why certain services did not return to a healthy state as expected.
An operation to return electrical infrastructure to normal configuration will take place on April 13th at 20:00 UTC and will take approximately two hours to complete. No impact is expected from this activity.
